ICPC Travel Playbook for Utah Adoptive Families: Packing, Paperwork, and Stay Lengths

If you’re matched out of state, you’ll likely complete the Interstate Compact on the Placement of Children (ICPC) before traveling home. Here’s how to pack, what to expect, and how to keep things moving.

Both states (the birth state and your home state) must approve the placement before the baby crosses state lines. Your agency/attorneys submit your ICPC packet and keep you updated.

ICPC in Plain English

Realistic Stay Lengths
Most families wait 5–14 days after submission. Holidays and complex cases can extend timelines; clear communication with your coordinator is key.

Packing List: What Actually Gets Used

  • ICPC folder: copies of IDs/insurance, agency contacts, pediatrician info
  • Newborn basics: 6–8 onesies, sleepers, swaddles, diapers, wipes, bottle/feeding supplies
  • Travel crib/bassinet if your rental doesn’t provide one
  • Car seat + base (practice install before you go)
  • Laptop/phone with a shared doc for updates and receipts

While You Wait

  • Schedule a pediatric visit in the placement state
  • Keep receipts organized for tax and reimbursement
  • Send calm, periodic updates to family—avoid oversharing sensitive details
