What Is ICPC?

ICPC is a legal agreement that makes sure both states (For Forever Bound Adoption – that is only Utah and Idaho) approve your baby’s placement before travel. It protects your rights and your child’s safety.

What You Can Expect (Step by Step)

  1. Hospital adoption plan. You decide who’s in the room, first hold, and photos.
  2. Consent signing. Your caseworker explains every form—no pressure.
  3. ICPC packet submitted. Your agency/attorneys handle the paperwork and state approvals.
  4. Short waiting period. The adoptive family usually remains in the placement state until both states approve.
  5. Travel cleared. Once cleared, the family can return home; you can continue receiving support as needed.
